Open Access Manager

Background:
The open access manager manages both the "human" and technical side of the 
repository, ranging from developing and updating content policies to maximizing 
the amount of material deposited and the use of the repository. In addition, 
the open access manager assists scientific staff with general requests on open 
access and interacts with the national and international open access community 
to further strengthen collaboration.
Main Duties and Responsibilities:
Management

 *   Works closely with the Library Manager and key research and administrative 
staff, develops a strategy to maintain an institutional repository in line with 
IIASA strategy, the new open access policy, and the requirements of IIASA 
funders
 *   Oversees the sustainable and effective implementation of the new 
institutional repository to ensure easy access and preservation of the 
intellectual output of the institute
 *   Manages the repository budget and works closely with the IIASA Sponsored 
Research Department to maximize income from external funders for open access 
publications.
Technical

 *   Interacts with technical support and external suppliers to customize the 
repository and improves design and development of repository interface, tools, 
and workflows. Regularly tests the system and evaluates the results
 *   Once established, manages the day to day running of the repository, 
monitors deposit and usage indicators, sets up user satisfaction surveys to 
evaluate the service, handles user comments and complaints, and identifies 
areas for ongoing improvement

 *   Identifies and develops appropriate metadata and other standards, 
catalogues all new entries into the repository with correct metadata
 *   Works with the Information and Communication Technologies department to 
ensure adequate network storage and backup for repository and long-term 
preservation of the content.
Content

 *   Increases the amount and quality of items deposited in the repository 
through proactive monitoring of what IIASA authors publish
 *   Develops and implements an advocacy program to encourage IIASA researchers 
to deposit material
 *   Provides assistance for IIASA researchers in the use of the repository
 *   Ensures legal obligations are met relating to the creation, publication 
and retention of the intellectual output of the institute.
Other

 *   Builds productive working relationships with a wide variety of departments 
and researchers at IIASA
 *   Liaises with relevant external bodies and promotes the repository to 
maximize the number of users
 *   Closely works with the Austrian and international open access community
 *   Identifies and collaborates in new open access initiatives representing 
IIASA (e.g. OANA)
 *   Deputizes for other library staff during absences and performs other tasks 
as necessary to benefit the department.
Qualifications:

 *   Educated to degree level with relevant postgraduate qualification (Library 
& information studies, or IT studies). In lieu of the postgraduate 
qualification, additional experience will be considered
 *   At least two years' experience of working with repositories advantageous, 
preferably within Higher Education or other research environment
 *   Familiar with institutional repository software, e.g. EPrints
 *   Familiar with metadata schemes, particularly Dublin Core, MARC, and OAI-PMH
 *   Familiar with copyright law and relevant intellectual property issues
 *   Awareness of digital preservation issues
 *   Experience/knowledge of records management within Higher Education
 *   Awareness of current issues in scholarly communication
 *   Experience of working in a customer focused environment
 *   High level of awareness of information management principles and 
familiarity with information systems and archives.
