Position : Systems Librarian
The Library Directorate of the Court of Justice of the European Union is 
seeking a systems librarian. The successful candidate would be recruited as a 
temporary agent (grade AD 5).
I. NATURE OF THE DUTIES
The duties to be performed aim at ensuring, in close cooperation with Library 
users, the Directorate for Information Technologies and, where necessary, with 
other institutions, the optimal functioning of current and future software 
tools, the development of online resources and the monitoring of technological 
developments with regard to software in the field of library science and 
bibliographical research.
Tasks related to the library management system:
. Management and maintenance of the current library management system 
(SirsiDynix Symphony) until its replacement by a new system.
. Participation, as part of the modernisation of the Library's online tools, in 
work to identify a new library management system adapted to the needs of users.
. Planning, coordination and supervision of the migration of the current 
library management system to a new system.
. Configuration and management of the new library management system in order to 
address the specific needs of users.
. Supervision of the maintenance of the new library management system.
. Installation, configuration and testing of updates to the new system, taking 
account of the needs expressed by users.
. Configuration of the new system to allow the import and export of 
bibliographic data such as data recorded in the MARC format.
. Supervision of user training.
Tasks related to the development of online resources:
. Identification of the most appropriate technical solutions to ensure the 
optimal use of online resources (around 2,700 software applications), their 
implementation and their updating.
. Planning and supervision of the configuration of a discovery tool taking 
account of the needs expressed by users and setting-up of updates.
. Resolution of problems related to the use of databases.
. Supervision of user training.
These duties require the ability to integrate easily into an international 
team, to adapt to the requirements of users and to meet challenges related to 
the evolution of software tools.
II. QUALIFICATIONS REQUIRED
. Candidates must have a level of education which corresponds to a complete 
cycle of university studies at master's level, a diploma of advanced studies or 
a diploma of higher specialised studies, preferably combining knowledge in 
librarianship with a specialisation in the management of library management 
systems. For example, a master's degree in library and information science with 
a specialisation in scientific and technical information or a master's degree 
or a postgraduate engineering degree in computer science with a specialisation 
in document management. Candidates may also be eligible to apply if they have 
successfully completed a cycle of university studies at master's level in 
another area and have professional training of an equivalent level.
. Excellent understanding of the IT issues relating to the electronic 
processing of information.
. Professional experience of at least two years in areas relevant to the post 
to be filled.
. Previous experience in the supervision and coordination of the migration of a 
library management system would be an advantage.
. Ability in computer programming would also be an advantage
III. LINGUISTIC SKILLS
Candidates must have a thorough knowledge of an official language of the 
European Union and a good knowledge of another official language of the 
European Union. For operational reasons, a very good command of either English 
or French is required as well as knowledge of the other.

La direction de la bibliothèque de la Cour de justice de l'Union européenne 
recherche un collaborateur chargé d'occuper des fonctions de 
bibliothécaire-système (systems librarian). Le candidat retenu sera recruté en 
qualité d'agent temporaire (grade AD 5).
I. NATURE DES FONCTIONS
Les fonctions à exercer visent, en collaboration étroite avec les utilisateurs 
et avec la direction des technologies de l'information et, le cas échéant avec 
les autres institutions, à assurer le fonctionnement optimal des outils 
électroniques actuels et futurs, à assurer l'exploitation des ressources 
électroniques et à effectuer une veille technologique des outils électroniques 
dédiés à la bibliothéconomie et aux recherches bibliographiques.
Travaux relatifs au système intégré de gestion de la bibliothèque :
. Management et maintenance de l'actuel système de gestion intégré de la 
bibliothèque (SirsiDynix Symphony) jusqu'à son remplacement par un nouveau 
système.
. Participation, dans le cadre de la modernisation des outils électroniques de 
la bibliothèque, aux travaux relatifs à l'identification d'un nouveau système 
intégré de gestion de la bibliothèque adapté aux besoins exprimés par les 
utilisateurs.
. Planification, coordination et supervision des travaux de migration de 
l'actuel système de gestion intégré de la bibliothèque vers un nouveau système.
. Configuration et gestion du nouveau système de gestion intégré de la 
bibliothèque afin de répondre aux besoins spécifiques des utilisateurs.
. Supervision de la maintenance du nouveau système intégré de gestion de la 
bibliothèque.
. Installation, configuration et tests des mises à jour du nouveau système en 
tenant compte des besoins exprimés par les utilisateurs.
. Configuration du nouveau système pour permettre l'importation et 
l'exportation des données bibliographiques telles que les enregistrements de 
données en format MARC.
. Supervision de la formation des utilisateurs.
Travaux relatifs à l'exploitation des ressources électroniques :
. Identification des solutions techniques les plus appropriées pour assurer 
l'exploitation optimale des ressources électroniques (environ 2700 applications 
informatisées) et leur mise en oeuvre et maintien à jour.
. Planification et supervision du paramétrage d'un outil de découverte 
(discovery tool) en tenant compte des besoins exprimés par les utilisateurs et 
intégration des mises à jour.
. Résolution des problèmes liés à l'utilisation des bases de données.
. Supervision de la formation des utilisateurs.
Ces fonctions nécessitent la capacité de s'intégrer aisément dans une équipe 
internationale, de s'adapter aux exigences formulées par les utilisateurs et de 
relever les défis liés à l'évolution des outils informatiques.
II. TITRES OU DIPLOMES REQUIS
. Sont admis à postuler les candidats justifiant d'un cycle de formation 
complet d'études universitaire de niveau master, diplôme d'études approfondies, 
diplôme d'études supérieures spécialisées de préférence une formation combinant 
des savoirs en bibliothéconomie avec une spécialisation dans la gestion de 
systèmes intégrés de gestion de bibliothèques. Par exemple, un diplôme de 
master en science de l'information et des bibliothèques (master of Library and 
information science) avec une spécialisation en information scientifique et 
technique ou un diplôme de master ou d'ingénieur en informatique avec une 
spécialisation dans le domaine de la gestion documentaire. À titre subsidiaire 
pourraient également être admis des candidats titulaires d'un cycle de 
formation complet d'étude universitaire de niveau master ne relevant pas d'une 
spécialité susmentionnée mais disposant d'une formation professionnelle de 
niveau équivalent.
. Très bonne compréhension des enjeux informatiques liés au traitement 
électronique de l'information.
. Expérience professionnelle d'au moins deux ans dans des domaines pertinents 
pour l'emploi à pourvoir.
. La supervision et la coordination d'une migration d'un système intégré de 
gestion de bibliothèque constituerait un atout.
. La capacité à effectuer de la programmation informatique constituerait 
également un atout.
III. CONNAISSANCES LINGUISTIQUES
Connaissance approfondie d'une langue officielle de l'Union européenne et bonne 
connaissance d'une autre langue officielle de l'Union européenne. Pour des 
raisons de service, une très bonne maîtrise de la langue anglaise ou française 
est requise ainsi que des connaissances dans chacune de ces deux langues.
