On 12 December, the European Commission announced operational criteria
for rights clearance centres and databases which will help
identification of rightsholders in orphan and out of print/distribution
works. Once rights are cleared with the help of the information they
provide, the works can be made available for digitisation.

With the published Model Licence for out-of-print works and sector 
specific criteria for diligent search, the principles will make up a 
toolkit being devised by the Subgroup to guide rights clearance.
